Selection criteria for final beneficiaries

LOT 1

Provision of housing solutions for beneficiaries from the collective centres in the cities and municipalities of Bela Palanka, Beograd, Bujanovac, Kladovo, Kragujevac, Pančevo, Rača, Šabac and Vranje;

FAMILY STATUS

  • number of household members
  • wounded or missing persons
  • victims of SGBV
  • number of underage children in the family
  • number of underage children/school children in a single parent family
  • child with invalidity or disability

HOUSING CONDITIONS

  • accommodation in a collective centre
  • accommodation in renting premises without basic sanitary conditions

ECONOMIC STATUS

  • overall family income ≥50% of the average salary (points per family member)
  • overall family income ≤50% of the average salary (points per family member)

WORKING / PHYSICAL ABILITY

  • working ability reduction of a family member
  • working ability loss of a family member
  • 100% physical impairment of a family member
  • 90% physical impairment of a family member
  • 80% physical impairment of a family member

SOCIAL / MEDICAL VULNERABILITY STATUS

  • disease of social/medical importance of a family member
  • other categories of extremely vulnerable families who, due to their social and economic vulnerability and/or physical, mental and chronic illness of a family member cannot resolve their housing issue in any other way (in case of PFHs)

PROPERTY UNDER CONSTRUCTION

  • ≥15m2 per family member
  • ≤24m2 per family member

OTHER PROPERTY

  • agricultural property

NB

  • Target Lot 1 groups Refugees / IDPs / Returnees / vulnerable domicile families
  • Each Grant Beneficiary develops above mentioned basic criteria to be reviewed with the SCRM before applying.
  • Applied to applications for both, SHSE and PFHs housing solutions

LOT 2

Sustainable return encouragement and facilitation, planning and implementing an outreach campaign, as well as supporting returnees’ relocation, administrative issues and delivering of assistance kits to returnees, thus supporting the return of 220 IDP families to Kosovo, upon their wish;

Selection criteria for Internally displaced persons (IDPs) wishing to return to Kosovo:

  • Potential beneficiaries should have IDP ID, IDPs should be registered for return in the UNHCR Serbia database or if already returned registered in the UNHCR Kosovo database,
  • IDPs should have resolved housing issue or in process of resolving it,
  • IDPs who have not previously been assisted or only those partially assisted in income activities and harmonized aid package,
  • IDPs who returned to Kosovo and Metohija since the registration process (March 2009), can be assisted.
